As part of the reforms being carried out in Telangana regarding land, record cleansing and computerization (Dharani & Bhu Bharati Portal) are on one side of the coin.. while survey settlement is on the other side of the coin, both are linked like a toy. Governments do not look at only one side of the coin and look at the other. In Telangana, the survey maps conducted during the Nizam’s period and the provisions of the old Survey Boundary Act 1923 are still the basis. Records are updated only after a survey is conducted every thirty years.

After the formation of the state, the government brought reforms like land cleansing, computerization, Dharani Portal, and agricultural land registration station in the Tahsildar’s office.. but a comprehensive land survey was not undertaken. The Centre had the opportunity to allocate funds for land survey but did not take advantage of it. The current government has also replaced Dharani with Bhu Bharati and the old Revenue Act 2020 with a new Revenue Act 2024 with minor changes. The Dharani portal data is being continued in Bhu Bharati without any record cleaning. The VROs removed by the previous government have been renamed andhra appointed as Village Administrative Officers (GPOs).

Two types of land survey.....

There are two types of land survey. First. If the farmer applies through offline petition.. the mandal surveyor comes and gives notices to the farmers in the four directions and determines what is the total area of ​​a survey number? How many are the boundaries and gives a panchanama. This does not solve the problem of the farmer. On the other hand, there are allegations that the surveyor does not come to survey unless he gives a lot of money. The second is the enjoyment survey, that is, what is the total area of ​​a survey number? How many farmers are there in it? Are they in position according to their records? Or not. This survey is not done by the mandal surveyor. Because there are no rules and regulations in the law regarding this, hence the problems of farmers are everywhere.

Digital land survey should be undertaken.....

10,954 revenue villages in Telangana - a survey was taken up under the pilot project in only 413 villages without village maps, which were not surveyed during the Nizam's era. Later, the current government claims that the entire Telangana was surveyed and that all the problems will be solved through licensed surveyors. We have appointed village administration officers and strengthened the revenue system in the villages. We have appointed licensed surveyors and done away with the Gettu Panchayat.. Instead of saying that, the government should act with sincerity. If we want to build a Telangana without the Gettu Panchayat, we should immediately launch a comprehensive land survey (digital land survey) scheme across the state. The central government will also allocate funds for this without putting a financial burden on the state.

Licensed surveyors.....

Sale of agricultural lands. These licensed surveyors are the ones who came into existence due to the mandatory survey map during registration during purchase. The survey map made by them has to be approved again by the Mandal Surveyor, only then the acre of land registration will take place. If the sale of lands does not take place, there will be no work for the licensed surveyors. The survey problems will be solved only if the government replaces the Mandal Surveyors through notification. 'Swamitva' without patta... This scheme was introduced by the central government so that the village heads in the villages survey the lands and give them patta passbooks for agricultural lands, similarly, they get loans by giving patta passbooks for residential houses.The state government is not implementing this either.
