The home ministry on Tuesday issued a notice to Rahul Gandhi, asking him to explain his "factual position" over a complaint filed by BJP MP Subramanian Swamy that he holds British citizenship. Gandhi has to respond in two weeks. Congress leaders say this shows BJP is losing the elections and resorting to such tactics.
