Due to something faulty on METX 502, the train was dead in the water at Morton Grove. They were sitting on the circuit so the crossings stayed down, prompting some road closures while everything was sorted out.
They had a revenue outbound (the same one you see arriving in the video) shove down from Tower A20 in Northbrook to tie onto them before heading on their merry way, albeit quite late.
This issue turned out to be rather minimal, as it was spotted back on the mainline in a couple of days time.
