Overtime and longstanding vacancies are costing city taxpayers, according to Baltimore budget leaders, and city council members have started looking for solutions.

During a committee hearing Thursday, budget leaders told the members of the Baltimore City Council there are nearly 2,000 vacancies across city agencies and 73% of them stem from five agencies: fire, police, public works, health, and transportation.
