The city of Portland could lose tens of millions of dollars in federal grant funding due to new rules from the Trump administration related to race-based policies and other local policies that may be in conflict with President Donald Trump’s executive orders and new federal rules.

The city attorney’s office advised the city administrator to not sign the first grant agreement it received from the new administration after it was awarded to Portland Bureau of Transportation (PBOT) through the Federal Railroad Administration, according to a June report from the city administrator to the city council.

“After reviewing the new terms and conditions, the City Attorney’s Office has determined that we cannot sign the agreement, as we are unable to certify compliance. If future agreements from other federal agencies have the same terms, we will be unable to accept any future grant awards,” the city administrator wrote to council members in a monthly report.

The city attorney briefed councilors on the topic Wednesday in a closed-door executive session. All of the funding is at risk due to the city's policies, not just grants tied to race-based or gender-based programs.

"Like local governments across the United States, Portland is facing challenging decisions about how to respond to the Trump Administration's demands that cities eliminate some policies and programs designed to help Portlanders who are people of color, women, and other oppressed groups overcome hundreds of years of systemic discrimination," city administrator Mike Jordan said in a statement.
