Then, you have to climb above the Botanical Testing Station into Chinara's Camp to see Derek Chinara and get a Task to get the Imperial Testing Station Records, see    • Farm Sandbike Materials & The Emperor's Wi...  

Once you have turned in the Imperial Testing Station Records, you can now add talents for the Planetologist Talent Tree (Press K).
