1. Make sure there is space on top of plot area
2. Remove the old data labels
3. Insert Helper column and set values to 1
4. Make sure the Helper data series is added to your chart
5. Set chart type to Combo charts, set both series to Clustered Column and set the Helper series to plot on secondary axis
6. Format the secondary axis: Set maximum value to 1. Remove axis labels.
7. Format the helper series: remove color fill and outline. Add data labels to the Helper series.
8. Format the data labels: Change the size and color as needed. Link to values from cells.
