Here are the steps on how to create a device configuration profile in Intune:

Sign in to the Microsoft Endpoint Manager admin center.
Go to Devices - Configuration profiles.
Click Create a profile.

Select the profile type. There are two types of profiles: templates and settings catalog. Templates are pre-configured groups of settings that you can use to configure common features, such as Wi-Fi or VPN. The settings catalog is a list of all the settings that you can configure for a device.
