Odisha Cabinet Approves Key Proposals: New Bhubaneswar City Master Plan, Ambulances, Recruitment Reforms

The Odisha Cabinet has approved five major proposals, including the master plan for New Bhubaneswar City. The project will cover approximately 800 acres in Gothapatna, Malipada, and Dashpur areas. Singapore-based SJI will provide planning and consultancy support for infrastructure and foundational development. The estimated cost of the project over 15 years is ₹8,179 crore, with ₹1,342 crore allocated from the state budget for the first five years (2025–2030).

The cabinet also approved revised recruitment fee rules for government appointments. Applicants, except for SC/ST and differently-abled candidates, will now pay an examination fee. Appointment-related communications will be managed through official portals.

In healthcare, the government has sanctioned 428 new ambulances at a cost of ₹118.98 crore. Panchayat accounting rules have been amended, allowing for increased financial limits, including ₹2–10 lakh for local development initiatives. Administrative approval powers for MGNREGA projects have also been enhanced.

Furthermore, the cabinet approved amendments to the Motor Vehicle Act, emphasizing stricter collection of pending fines. A special plan for e-challans has been announced for July, and a committee will be formed under the Transport Secretary to monitor court-related challans and ensure timely resolutions.
