The Panchayats (Extension to the Scheduled Areas) Act, 1996—widely known as PESA—is a landmark legislation aimed at empowering tribal communities by granting them self-governance through Gram Sabhas in Scheduled Areas. Despite its significance, the tribal-dominated state of Jharkhand is yet to fully implement this transformative law.

In a significant step forward, the Jharkhand government organised a consultative workshop on May 15. The workshop brought together various stakeholders—including tribal leaders, activists, scholars, and policymakers—to deliberate on the contours of PESA’s implementation in the state. It served as a platform for diverse perspectives to emerge, highlighting the tribal population's hopes and concerns.

During the event, Rajesh Kachhap, a Member of the Legislative Assembly, addressed the gathering and appealed to tribal rights activists to participate in the ongoing consultations with a constructive and positive frame of mind. Emphasising the importance of collective effort, he urged all participants to focus on the long-term benefits of empowering local governance in tribal areas.

The workshop marks a critical moment in Jharkhand's legislative journey, and its outcomes could pave the way for more inclusive governance and protection of tribal rights under the PESA framework.
