For those of you who have been struggling with Virtualdub scripts and failing as I did... heres a powerful and easy way to clean up not only dotcrawl but pixel noise too.
Requires a plugin called NEAT VIDEO for premiere which works on GPU and non GPU machines... but is best with a good GPU or two ;-) Cleaning is slow so best broken into chunks by splitting your project into sections which you can PREVIEW or "render in to out" to render just a specirfic area of your preview window timeline. Then once all areas are eventaully preview rendered, you can tell premiere to "Render" the whole project and make sure you have "Use previews" so it doesnt need to chug through the whole thing again, it uses you pre rendered previews. This avoids problems with crashing your GPU due to heavy workloads - do it in chunks and save and prveioew a bit save on and on. You have to fight to get the results but as you can see its like night and day... shit quality, then after cleaing its great quality.
