Animating The Button Border On Hover In Webflow

Looking for a creative way to animate borders in Webflow? I recently came across the website for Phantom Hire and noticed they had a pretty cool interaction developed for when the user hovers over button elements.

As with any Webflow user, I wondered if the effect could be recreated in Webflow.
