Even though there are other downscaling products on the market like GBS Control Custom firmware or the Retrotink 5x on the market right now, It is worthwhile to discuss a scaler I have been using for many years now, as it is an absolute beast and offers tons of features, especially for arcade players! With the extron emotia you can take HD games that output 480p and downscale it to the ultra low resolution of 240p. I have been using the extron for about 5 years now and I love its razor sharp s-video and very low input lag (practically lagless actually). In addition to outputting to to s-video, the extron is also to output to RGB (via component cables) and VGA. You can use this with the Xbox One, Nintendo Switch, PS4, and almost all PC graphics cards for Steam games as well. Definetly worth checking out for all arcade, shmup (shoot em' up) fans!
