What India gained & lost from using dossiers and diplomacy to fight terrorism

In an election rally, Prime Minister Narendra Modi angrily denounced earlier governments for fighting terrorism with dossiers, instead of action. The use of the dossier, though, was institutionalised by another Bharatiya Janata Party government, under Prime Minister Atal Behari Vajpayee. The policy wasn’t popular—but it succeeded more than many understand.
