The 'install addons' is no longer there. It has been removed.

Now you will want to do Extensions -- inkstitch -- Thread color management -- Install thread color palettes for inkscape

the steps in this video are
install inkscape
extract inkstitch to user extensions
setup inkscape for easy use
set up windows to open embroidery files in inkscape automatically
and an alternative way to get the files into the user extensions directory
