Set commander skills to maximize mobility recovery and active VIP as well.

Set officers to have fuel up and comprehension skills for mobility recovery and additional monster xp bonus

Do daily quests, diligence and alliance mutant battle, ruins runs personal and group! I even do refugees even at max refugees to still get xp and rss

Do events like mother of doom etc.

Have your computer equipment activated.

Cycle through black market for commander xp packs.
