MPT 7210a Fan speed issue

MPT 7210a Fan speed issue -
1. When the fan is full speed voltage reads ok
2. When the fan is anything less than full speed the voltage fluctuates
3. Fix didn't work
4. My house might burn down if I use the MPT7210a in quiet mode :(
