When companies bring out IPOs it could be either Offer for Sale or could be Fresh Issue, and it could be mixture of both as well.

In fresh issue company issue new shares and whatever capital is raise by selling those new shares through IPO goes into the balance sheet of the company.

And in the case of Offer for Sale, the money goes to those investors of that company who are selling their stakes through IPO.

In the case of LIC IPO, government of India is selling 3.5% stake through offer for sale to general public and wants to raise around ₹21,000 crores.
