Since we have owned our 21 Highlander, when driving at night, on coming traffic has flashed us to lower our high beams and they are on the low beam setting. I finally got around to adjusting them a few degrees lower. These lights are LED projectors, XSE trim level, I'm not 100% sure what they have on other trim levels, I think they are all very similar. I hope this is helpful if you are having this issue.
