Probably the easiest and all time best way of making a throwing star is using a circular blade of any kind because all of them are made of high carbon steel with a big hole in the center, some of them even have smaller holes around the center like in this case and that's even better for the look!
I did widen and countersink the holes to make it look better (I recommend using cobalt or carbide drill bits because these blades can be tough as hell). Then I used an angle grinder to cut it to shape and chamfer the edges afterwards.

I could have been a bit more accurate with the cutting but I was 15 y/o at that time and didn't have a whole lot of experience using angle grinders. This particular grinder was found on the scrapyard btw..
