Allocation of resources and personnel vary dramatically based upon the facility size and healthcare facilities mission. QC / QA programs often appear bureaucratic and do not represent a direct revenue generating activity to management.

As a nonrevenue generating activity, the programs are considered a necessary burden rather than a benefit to management, whose primary goal beyond patient care is to generate profit.
