On 11 December 1964, ITN's Peter Snow reported on the British Army of the Rhine (BAOR) in West Germany, which formed part of NATO's first line of defence against a Soviet invasion of Western Europe. At the time of Snow's report, there were questions about whether the presence of so many British soldiers was necessary and cost-effective. Many in the British government and NATO viewed the BAOR as crucial to the defence of Western Europe against the Soviet threat and as an important demonstration of Britain's commitment to its NATO allies. However, with Britain facing a large balance of payments deficit and Harold Wilson's newly-elected Labour government having navigated the second Sterling crisis of the year, some policymakers and members of the public questioned whether this level of military engagement could be sustained.
