CM 7.19b still feels Good. I will put my Build ideas Below just click the show more to read the rest

If your having health probs or a blood seeker is on the map you should build tranquil boots first.
1 )Wind Lace
2) Boots
3) Arcane boots | Arcane Boots first so you can keep spamming your spells. Plus when you pick Crystal First People tend to pick mana spell casting heroes. And this only helps.
4 )Dissemble the Arcane boots and turn them into Aether Lens | Aether Lens keeps your range for fights and gives you more mana and mana regen to sustain spell spamming.
5) Tranquil Boots | Turn the now brown boots into Tranquils | Tranquil boots keep your movement speed up and give you the health regen to keep entering and leaving fight with your spells. Plus you are so slow.
6) Glimmer ( first if you are being gone, dealing with a magic nuker., have someone else for setup, just need to survive
or
6) Blink (First if you are wanting to be an initiator. or save your team from things like black whole or faceless void ult. Because placement is key.
