Caste reservation is a very old and contentious topic in India, with many supporting it and many opposing it. The story begins on January 1, 1979, when the Janata Party government formed the Mandal Commission under Prime Minister Morarji Desai. The commission was led by Bindheshwari Prasad Mandal, whose main objective was to give recommendations to the central government for the upliftment of other backward classes (OBCs). The Mandal Commission report indicated that there were a total of 3,743 castes classified as OBC, comprising 53% of India's population. According to the commission's recommendations, 27% reservation should be given to OBCs in central government jobs and public sector undertakings.

When the Mandal Commission report was completed in 1980, the Congress Party came to power by overthrowing the Janata Party. The Congress Party continuously ignored the commission's report and showed no activity on it for 10 years. However, in 1989, the Congress Party lost the election, and a coalition party named the National Front came to power, with V.P. Singh becoming the new Prime Minister of India. Shortly after becoming PM, on August 7, 1990, V.P. Singh announced his decision to implement the Mandal Commission's recommendations and soon officially declared the reservation policy.

Following the declaration, the whole nation and upper castes began protesting, leading to an economic shutdown across the county. When the government remained silent and showed no response, people began self-immolating, and over 60 people died while protesting against it. Amidst the nationwide protests, a lady lawyer named Indra Sawhney challenged the government's order in the Supreme Court of India. The Supreme Court put a stay on the government order until the final verdict to maintain peace in the nation. Almost two years later, on November 16, 1992, the Supreme Court allowed the government's order with many modifications, restrictions, and conditions, thus implementing the caste reservation policy.
