3 pounds beef chuck roast, about 2.5 inches thick, cut into 3 equal pieces
Salt and freshly ground pepper, for seasoning
1 tablespoon vegetable oil
2/3 cup diced onion (I used frozen)
3 1/2 cups water*
3 teaspoons beef base or 3 beef bouillon cubes*
1 tablespoon tomato paste
1 bay leaf
About 10 small new potatoes, optional
3 large carrots, cut into 2-inch pieces, optional
1/2 cup all-purpose flour
1/2 cup cold water
