Mayor Brandon Scott announced a long-term plan to revitalize Baltimore City, called Downtown Rise. He made the announcement Thursday at the Baltimore Convention Center during the Downtown Partnership of Baltimore's annual meeting. Scott said he thinks the plan will enhance the appearance and atmosphere of downtown, and he's looking for public input.
