America’s fighting force is the most capable in the world. But the system that equips it is slow, costly, and increasingly out of step with modern warfare.

And that gap between battlefield excellence and Pentagon procurement has become a strategic liability.

During World War II, the United States became the “arsenal of democracy,” producing military hardware at astonishing speed—including a new B-24 bomber every 63 minutes. Eight decades later, despite vastly greater wealth and technology, delivering new weapons has become a grinding, decade-long affair.

Major Defense Department programs now take more than 10 years to field usable systems. Upgrades to the F-35’s electronics are years behind schedule and more than $6 billion over budget. The Navy is building fewer ships than at any point in the last 25 years, even as China surpasses the U.S. in total fleet size. Programs like the Littoral Combat Ship tried to do everything — hunt submarines, clear mines, fight surface combatants — and succeeded at none, with ships retired only years into what was meant to be decades of service.

Worker shortages, constantly shifting requirements, internal incentives that reward compliance over candor, and congressional efforts to protect local jobs have turned procurement into a bottleneck — one that risks leaving America slower to adapt as new threats evolve at breakneck speed.
