The Republican majority leader of Troy's City Council, Tom Casey, has resigned from the city's Local Development Corporation (LDC) amid a contentious debate over plans to establish a permanent city hall in the old Proctors Theatre. The controversy involves allegations of a conflict of interest concerning Deputy Mayor Seamus Donnelly, who serves as the executive director of the LDC and participated in the screening committee for the request for proposals (RFP) for the new city hall project.

City Council President Sue Steele has expressed concerns about the rapid announcement and process of the new city hall. Steele questioned, "At what point in time did the LDC become a financing mechanism that was offered to this proposal but not to any of the other proposals? If I were a developer, I'd be really annoyed."
