On Friday, September 19, Parkway Village Preschool in Kapolei held its grand opening celebration, marking the launch of Hawaiʻi’s first pre-kindergarten-only public charter school. Watch the video story here. 

The preschool is the result of a community-led vision made possible through a strong public-private partnership among the Kobayashi Group, Parents And Children Together (PACT), Kamehameha Schools, and the Hawaiʻi State Public Charter School Commission (SPCSC).

Ryan Kusumoto, President and CEO of PACT, also reflected on the moment: “As a trusted statewide resource with a long-standing commitment to Hawaiʻi’s families, PACT is grateful to have played an integral role in opening the state’s first pre-K only public charter school and expanding opportunities for our keiki.”

With four classrooms serving 20 students each, Parkway Village Preschool is providing tuition-free early learning for 80 keiki in Kapolei. Lt. Gov. Sylvia Luke praised the milestone as part of her Ready Keiki Initiative, launched in 2023 to expand preschool access statewide.

“Today, 80 keiki in Kapolei have a place to learn, grow, and thrive,” said Lt. Gov. Luke. “This is at the heart of Ready Keiki – supporting families in our growing communities, building strong partnerships and ensuring every child in Hawaiʻi has access to the early learning they deserve.”

SPCSC Executive Director Ed Noh emphasized the community focus of charter schools: “Our vision is to empower our communities to create public schools of excellence. If we look at all of our charter schools across the state, they are all community-embedded and born out of the community because of the need that they are providing for students, their families, and the community… We know that when children strive, communities thrive.”

Enrollment for the 2025–2026 school year is already full, highlighting the strong demand for high-quality early learning opportunities.
