Embedded PDF files are necessary to avoid overwriting other digital signatures. If you can see all the pages (certification, original document, translation) at once, it means that one digital signature has been erased, overwritten, or was never there, therefore, the document is void or won't be considered to have legal characteristics.
If you don't have a PDF reader, you can safely download Adobe from their website. https://get.adobe.com/reader/ . In this video, I am using Adobe.

Los PDF embebidos son necesarios para evitar que otras firmas digitales se sobreescriban. Si se pueden ver todas las páginas (legalización, documento original y traducción) en una sola vista, significa que una firma fue borrada, sobreescrita o que el documento nunca fue firmado. Por tanto, el documento es nulo o carece del peso legal para ser un instrumento público.
