U.S. Secretary of State Marco Rubio said on Sunday that elements of Washington’s 28-point Ukraine peace proposal remain unresolved but “not insurmountable,” describing the draft as a “living, breathing document” that continues to evolve during negotiations with Ukrainian, EU and British officials. Rubio declined to identify the sticking points, citing the “delicate moment” in talks, but noted some disputes involve wording rather than substance. The plan has drawn concern in Kyiv and European capitals over reported provisions requiring Ukraine to cede territory, reduce its armed forces and allocate half of post-war reconstruction profits to the United States. Russia confirmed it has reviewed the proposal but insisted discussions must continue. President Donald Trump has softened an earlier deadline for Kyiv to accept the deal, while criticising Ukraine’s leadership for showing “zero gratitude.”
