Priest expresses her distaste of the government bureaucracy and mindless spending to hire private contractors. These newly founded agencies, created to manage the contractors, continue to make themselves look useful in order to continue funding and pay salaries—even though many of these agencies are incompetent and useless to the intended efforts of fighting terrorism.
