At this meeting, Chicago Election Board Chairwoman Marisel A. Hernandez, Commissioner/Secretary William J. Kresse and Commissioner Jonathan T. Swain:

Received a report from Executive Director Lance Gough on preparations for the Nov. 6 election and the upcoming deadline to apply to Vote By Mail and the efforts to process and mail out ballots as quickly as possible. Mr. Gough reported that return rates on Vote By Mail, at this point, are high.
Received a report from Assistant Executive Director Charles Holiday on: work to answer questions from voters who registered just before or after the deadline and to redirect voters who missed the deadline to go to Early Voting sites to complete their registrations; the status of public tests of the voting equipment and tabulation systems on the 6th floor; the status of warehouse deliveries to polling places; work with the Purchasing Department to ensure smooth operations with the recent departure of the Purchasing Agent; the scheduled completion of testing of electronic poll books that will be used on Election Day; and the status of Early Voting with 86,975 ballots cast through that system as of Oct. 29.
Mr. Gough reported that staff expected to assign the last four polling places Oct. 30.
Received a report from Communications Director Jim Allen on early voting being 62% ahead of the last Midterm Election in 2014 and Vote By Mail approaching the 1944 all-time record of more than 116,000 applications; and that messaging on Vote By Mail would now shift to advising voters on how to return ballots on time or to go to their respective polling places if they had not received their Vote By Mail ballots.
Received a report from Legal Counsel Adam W. Lasker on plans to monitor the veto session in November to determine whether certain election-related bills may be revisited by the General Assembly.
Received reports from Board attorney Joan T. Agnew on hearings on whether to remove or retain certain judges of election. The Board voted to: approve the removal of an election judge Alva Ruffin; approve the removal of election judge Carol E. Contreras; and allow election judge Kathy A. Carlisle to continue to serve.
Approved the continuation of the use of SCYTL online pollworker training software for 2019 and 2020 with the option to extend its use for 2021.
Approved the guidelines for advisory referenda for the 2019 municipal election.
Received reports from Legal Counsel Adam Lasker on: hearing officers for upcoming electoral board cases; the status of poll watchers having access to polling places in school buildings; the status of briefing process on citywide referenda cases; working with the Purchasing Department for the selection of a new Purchasing Agent; and petition-objection deadline on Dec. 3 and the Dec. 10 start of hearings on objections to candidates' petitions for the Feb. 26 Municipal Election.
Approved balance sheets and voucher listings for the City of Chicago and Cook County.
