We carry this work out on a regular basis for our clients. Multiple layers of modern masonry paint can trap in moisture, and needs to be removed at low level, as a minimum. We use our Thermatech heated hot water system to basically peel this paint from the wall. As discussed in the video I prefer to use lime putty, as this will continue to aid evaporation rather than an NHL 3.5.
When getting quotes on this type of repair, it is highly likely when high ground levels are reduced lime pointing is necessary.
