Super Secret Ultra Nationalist Groups have stolen some Altis army tanks and vehicles and hidden them in the swamp. Trying to avoid publicizing this embarrassing incident, they've turned to Shackwater PMC to go cover this all up. By "cover up" they mean kill lots of people and blow up the evidence. Shackwater will find some explosives stockpiled by the SSUNG and use those to blow up the vics that totes weren't stolen.
