The low resolution map and textures in Dominion are a game issue. To fix the map issue, players can fast travel outside of Dominion and fast travel back as shown in the video. However, there is no solid fix for the other textures remaining in low resolution. The game's Texture Pool and Texture Streaming Speed are both set to Very High. A game update is needed to fix this issue.
