DPC procedure for retired employees – orders modified
• As per the DOPT orders dated 12.2.2024, the provisions under para 3 of the DOPT orders dated 8.5.2017 has been modified and revised in consultations with Department of Legal Affairs.
• As per the changes, if the DPC is met at a later date to consider regular vacancies arose in earlier vacancy nyears DPC continue to make year wise panel for each of the vacancy year. It should consider the retired officials also as on the date of DPC.
• However, in the panel, retired persons who are not in a position to assume charge should not be included. The DPC accordingly make a note in the minutes of the DPC.
• Such vacancy would be treated as an unfilled vacancy and will be carried forward and added to the vacancies of next year vacancy.
• It was given effect from the vacancy year of 2024 ie. From 1.1.2024 onwards.
• Now the DOPT vide its Om dated 18.7.2024 ordered to withdraw the OM as non est. and restored the OM dated 12.10.1998 with effect from 1.1.2024.
• The DPC if any convened may be reviewed accordingly.
• DPC is to be convened well in advance and approved select panels are ready on the date of commencement of the vacancy year.
