There are various ways to block update like DNS / payload / no network / disable update setting
All of them set on the console

This method is set at the router level.

login router
firewall / URL filter /
ps5.update.playstation.net
prod.dl.playstation.net

different router setting maybe different

I have tested on Asus router work
If work the update will show checking. Then blank
If filter not work it will show update available
