Turkey's CIWS Program.
Turkey has been aggressively promoting the development of domestically designed close-in weapon systems (CIWS) for its navy and export customers, moving several CIWS models from the prototype stage to mass production. This shift reflects a broader defense industry policy to achieve naval self-sufficiency and enhance the survivability of Turkish warships in high-threat littoral environments.

A CIWS is a last-resort weapon system designed to detect, track, and defeat incoming anti-ship missiles, fast attack craft, and low-flying aircraft at short ranges (typically tens to several thousand meters). Modern CIWS solutions combine rapid-fire guns or short-range missiles, high-speed sensors, and integrated fire control computers, often linked to the ship's combat management system.

Caliber and lethality: A 30–35 mm rapid-fire gun designed for high muzzle energy and effective range against missiles and small boats. A programmable airburst-type projectile and a proximity/impact fuse maximize the probability of hitting small, maneuvering targets and missiles sensitive to fragmentation.

A short-range search/track radar (often X/Ku-band or similar) paired with a high-resolution electro-optical/IR homing system for passive tracking and cueing in an ECM environment. A real-time attack solution with ballistics computing, jamming suppression, and deconfliction with other shipboard weapons.

Integration into the ship's CMS and the ability to operate in cooperative interactions (receiving cues from remote sensors or cueing other assets).

A suite of integrated sensors and fire control systems from domestic companies has produced multifunctional radars, electro-optical (EO) homing systems, and close-in combat processors specifically designed for the naval CIWS role, enabling local production of complete kits, not just gun turrets.

Soft-kill and hard-kill integration: Turkish CIWS are designed to operate within a layered defense concept: hard-kill (guns/missiles) and soft-kill (electronic countermeasures, decoy launchers). Manufacturers package CIWS with countermeasures modules and CMS integration.

Turkish industry has focused on several CIWS lines.
Turkey's most notable innovative weapon-based naval CIWS is the naval adaptation of a 35mm rapid-fire system developed within the Turkish industrial ecosystem. This naval weapon system is designed to use programmable or proximative ammunition and combines a high-velocity barrel with modern fire control sensors.
(Notably, Turkish land-based SPAAG designs such as the KORKUT system inform naval variants; companies like ASELSAN are key developers of sensors, fire control, and turret systems.)

Emerging R&D and demonstration approaches for directed energy (laser) systems and missile-based point defense solutions have been reported in the broader Turkish defense sector; these technologies are largely in the prototype or limited testing phase as of mid-2024.

ASELSAN, a major supplier of sensors, fire control computers, turret automation, and electro-optical suites, has played a key role in adapting land-based systems for naval use and producing integrated naval CIWS packages.

ROKETSAN and other companies, although better known for their rockets and missiles, are also involved in layered defense systems (decoys, small missiles) that complement CIWS.

Turkish shipyards and integrators (STM, Sedef, RMK-Marine, and others) are integrating CIWS into new and refitted ships, standardizing the interface with the ship's CMS.

Domestic suppliers and ammunition manufacturers produce shells suitable for rapid-fire naval guns; local content policies have increased the participation of many local suppliers.

Mass production here means moving from specialized, one-off production to continuous serial production with: standardized sensor turrets and stacks installed across various ship classes (corvettes, frigates, littoral combat ships, OPVs), established production lines with repeatable QA/QC and acceptance testing, fleet-wide logistics and spare parts provision and for export customers, and exportable packages (weapon + radar + EO + CMS integration) that can be marketed and delivered as a single solution.
