Description:
Everything connects to PCH, it gives instructions to CPU how to work, each device for CPU is RAM, it works through with GPU via PEG10 clusters for Intel and Upstream / Downstream for AMD. On screen you see image output - this image is Textures (pixels, rastr objects), GPU renders what system ask to render, and put rendered image on screen (from video buffer), make scaling and hertz sync. GPU has its own chipset which has alot of things inside, especially Vram controllers, PCIE interface & texture caches, scalers. Monitor has scalers processors. PCH has drivers - controllers for everything, even for bios (SPI FLASH), Monitor L2C and ofc socket drivers. CPU has its own chipset.
If GPU's VRAM is malfunctionning or not enough, it will drain system memory. If system memory is not enough, it will drain GPU VRAM. GPU talk with any hardware directly via DMAC. Overall chipsets secure data bus (data in PC is voltages) + increase talk spead between any connected i/o devices.
If PCH would be damaged or weak, it could give bad instructions to CPU and it could send bad data to GPU and GPU will send wrong signal to monitor. In the same time, malfunctionning devices which connects to board can make PCH be faulty and vice versa. All controllers work on software, that's why OS must be genuine and no cracke/activators, never boot preinstalled OS from another system. All hardware is Memory mapped.
Perfect sync could be broke permanently via any connected malfunctionning device or board itself.

Best and fast way to diagnose is:
You have to boot your or new PC, run Windows flash drive, and you have to move first greeting window before proceeding further with the Windows installation. You can do this in Windows safe mode too. If you move that window and you see same defects on window frame -    • #1 [Solved] Wrong LOD Bias (Scaling) | Jit...   - its defects. On perfect systems, moving window must be without any defects without GPU drivers/Safe Win boot or on a first greetings window before you proceed Windows installation, must be no defects.

To solve that:
Have to buy everything new, and use only Genuine Windows or at least non activated Windows from MCT, OS configures / operate whole hardware. You have to buy all new, because, you dont know which component work not correctly and one of these components can fail new system to sync.
You have to chose vendors wisely, depends of your region, could be sold new hardware as defective/used/refurbished as new. Keep that in mind. Best way is always buy hardware/parts from release.

Incorrect Scaling (Blurry) / Jitters happens, because GPU is partual working, screen image desynced - it shows you not true scaling / resolution. Because chipsets not working as they should, it can be said as they stuck. Same correspond to that feeling of halfed internet speed, especially this seen while you open few 4k links on youtube (could be delay to load it fast), and could be some delays/latencies in hard online competitive fps games.

Additional info:
You can try to search about PCH temps, aka hot temps threads. On perfect PC, after you connect an additional i/o devices, PCH must be hotter. If that not happens, and chipset just slowly heating up despite anything you do - that means only ambience heats up it further.

Mitigations:
If your PC has these symptoms: Remove CMOS, disassemble all, wait an hour, put all again. Better not use XMP. Install Windows. Do not install chipset drivers, do not connect any PCIE devices except GPU, overall, less you connect better will be for performance-smothness. You can lower voltages for CPU / RAM / GPU - find best spot, it can give additional smothness. Some bios versions could give better performance, but be careful, bios update is always a risk (on perfect sync systems never touch bios). Avoid ARGB controllers.
On your recent system, I'm afraid you cannot fix these symptoms without hardware change, issue is located inside damaged chipsets. But mitigations can slightly help.

Overall, if your PC has same symptoms, dont worry, PC will not blow up, it will continue to work rock stable! But without maximum performance.

P.s Thank you Intel/Asrock/Corsair/OCZ & Samsung/Thermaltake/Microsoft & Nvidia of course for 12 years of flawlessly worked machine (which worked with magic, now it's just a PC), i never realized that i was a happy man!
