Why do Shiny Pokemon look the same in Gen 2?

Why do some shiny Pokemon look the same? Is it due to an Algorithm? Or are they all hand designed, including the ones that barely change? In this series, we analyze the sprites from generations 1 & 2 to find out how shiny pokemon were made!
