The game has a lot of missable context-sensitive dialogue like this. It may just be that the guards recognize Cloud's uniform, although they don't say anything until he does an ATB ability, so I think it's linked. The game design is trying to accomplish a lot of things with this sequence, including:
(1) Reward the player for following the tutorial.
(2) Add a little bit of lore and character building about who Cloud is.
(3) Emphasize that it's important that Cloud is a SOLDIER and that SOLDIERs are different from these low-level Shinra troopers.

The rest of the video is me trying to see if they had a second thing to say (doesn't look like it) and pushing them around while waiting for ATB to build up. The game engine has collision detection with enemies turned on. There might be some interesting stuff that can be done with that.

These bonus discovery videos are interesting things I find in my Let's Play, or extra dialog options, or hidden content, or similar.
