ERRATA 1:
G7 is not a secondary dominant in the key / mode of C Phrygian. It is more of a "borrowed chord" also called "modal interchange." We do this all the time in Aeolian / Natural Minor. Example: E7 in the key of A Minor is the notes E G# B D. The G# note is not diatonic to A Minor. We use it to strengthen the cadence. Making it V-i instead of v-i.

ERRATA 2:
Gordon Comstock suggests this piece is not in Phrygian: "I would assume the piece being in C minor and the Db major chord is in fact a Neapolitan 6 Chord (N6). The reason is because of its function. Traditionally, the N6 chord sets up the Dominant 7 to Tonic cadence. Thus the progression is N6 - V7 - I. This way it keeps the rest of the C minor intact."
