A student = a property of the learning institution.
The learning institution= A trust
The Board of Trustee= Public owners of that trust who abide by private interest of the State of...(The private and true beneficial owner, a 14th amendment citizen)

The students are under limited implied contract to abide and be bound by the trust's rules, when the students sue the Trustees, the student's claims are null ab initio, especially when making claim based on an un-ratified supposition of law.

The learning institution's mandate applies to the students, unless the students invoke proper constitutionally secured rights.
