Problems ko bahut broadly ya bahut hi zyaada narrowly define nahi karna chahiye. Bahut boradly define karenge to isse wastage of resources ho sakta hai. Aur bahut narrowly define karenge to jitna data ya information chahiye effective decision lene ke liye uski kami ho sakti hai. To kaise define karna chahiye? Develop the research plan:
Is stage mein ek efficient plan banaana hota hai jo information chahiye use gather karne ke liye. To isme jo cheezein involved hoti hai wo hai data sources par decisions, research approaches, research instruments, sampling plan, contact methods.

Data sources yaani ki data kahan se ayega. Dekhiye researcher ya to primary data gather kar sakte hai ya secondary data ya to dono.
