🟢I think you can sing this song during offertory, in thanksgiving masses and the like. It is derived from the prayer of prophet Habakkuk, see Habakkuk 3:17-19, it's about rejoicing in the Lord even "when fig trees don't bud", i.e., even in times when nothing seems to go right.
