"People mislabeling fruits and vegetables in Colorado, I think speaks a lot to the bill and the fact that we worked this out over the summer," Soper said. He noted that consumers often pay a premium for Colorado-grown products, making the market vulnerable to misrepresentation.

The mislabeling issue has historically affected various regional staples, including Olathe sweet corn, Pueblo chilies and Palisade peaches. Soper explained that the practice of misbranding products hurts both the agricultural workforce and the people buying the food.

"That undermines our farmers who work hard to grow amazing fruits and vegetables here locally. But it also undermines consumer confidence," Soper said.

Local agricultural producers have expressed support for the measure after being consulted during the drafting process. Charlie Talbott, co-owner of Talbott Farms, said the bill protects the reputation of the state's agriculture.

"I think it will be to the benefit of Colorado producers, especially where being a Colorado product is part of the brand," Talbott said. He described the decision to back the legislation as an easy choice for his industry. "We support the bill, we said absolutely. There's no downside to this," Talbott said.

Under the proposed rules, products must be accurately labeled at the point of sale to ensure origins are clear. Major retail chains have generally supported the move to identify local products through the Colorado Proud trademark. The legislation would require that even when similar products are sold together, such as Washington and California cherries, their specific origins must be identifiable to the consumer.

Soper described the legislation as a rare point of total agreement between various stakeholders.

"This is a real win-win bill. It's rare when you have a bill that really speaks volumes to our farmers and acknowledges those two fruits, those who grow vegetables and that the state actually cares about protecting the product that they're growing," Soper said.

The bill passed the House Agriculture Committee and is scheduled for debate before the full House. If approved, it will move to the Senate for further review and a potential signature from the governor.
