This is from the Pilot episode of Fairly Oddparents in 1998. Cosmo's voice was deeper and smoother and way cooler which made Wanda sound like the dumb one.

There's another episode from the old Fairly Oddparents where Wanda is actually ridiculously stupid but I can't find it anywhere. I think they go to a costume party or something.
