US Secretary of State Hillary Clinton says the US is making progress in negotiations with Egypt over the country's hostile treatment of American non-governmental organisations, or NGOs. US officials have warned that Egypt could lose the 1.3 billion USD in aid that the US gives Egypt every year, and historically, Egypt has been the second-highest recipient of US foreign aid since the 1979 Egypt-Israel Peace Treaty.

Mrs. Clinton gave this statement, "We are engaged in very intensive discussions with the Egyptian government on finding a solution. We've had a lot of very tough conversations, and I think we're moving towards a resolution, but I don't want to discuss it in great detail because it's important that they know that we are continuing to push them, but that we don't necessarily put it out into the public arena yet."
