We first try to see some differences of being a primary commander vs being a secondary. Keep in mind being a primary commander, the skill will have the priority to cast first and as it casts first it will have a negative affect to the enemy decreasing the troops, so the stronger one to cast first typically will have greater result as the damage of your opponent will be lesser.
